WHEREAS Blind Industries and Services of Maryland is designated by law to license, and supervise a state-wide program of vending facility management for blind persons on State, County, Municipal and private properties; and
WHEREAS the present law, Article JO, Section 9 of the Maryland Code Annotated, 1976 Replacement Volume and 1977 Supplement is inadequate in allowing Blind Industries and Services of Maryland to fully supplement the intent of the law; and
WHEREAS the intent of the law is to give blind vendors priority in the operation of vending facilities on State, County, and Municipal properties; and
WHEREAS the Board of Trustees of Blind Industries and Services of Maryland endorse the repeal and re-enactment of the aforementioned Article; and
WHEREAS competition with blind vendors has been permitted on these properties in the form of vending machines, and similar facilities; and
WHEREAS State, County, and Municipal properties exist and are being planned without due consideration being given for the establishment of blind operated vending facilities: Now, therefore,
BE IT RESOLVED that the National Federation of the Blind of Maryland in Convention assembled on this 29th day of October 1978 in Baltimore, Maryland go on record in supporting the repeal of Article JO, Section 9 to be re-enacted under a new subtitle "Vending Facilities on State, County or Municipal Property", except those
small vending facilities operated by Hospital Auxiliaries; and
BE IT FURTHER RESOLVED that the officers and members of this organization be instructed to support this expanded Vending Facilities Act through letters, public testimony, and personal contact with members of the Maryland General Assembly; and
BE IT FURTHER RESOLVED that copies of this Resolution and of the expanded Vending Facilities Act be sent to all members of the Maryland General Assembly.
