WHEREAS Region 3 of the Department of Health, Education and Welfare has decided that the Federal vending stands are to be managed by the Rehabilitation Agency for the blind in the State of Maryland; and
WHEREAS the Division of Vocational Rehabilitation of Maryland is the agency providing vocational rehabilitation in the State of Maryland therefore, the licensing agency for the Randolph Sheppard Federal Vending Stand Program; and
WHEREAS the State of Maryland has given authority over the
State vending stand program to Blind Industries and Services of Maryland; and
WHEREAS Region 3 promised not to institute these changes until after the Maryland Legislature had met; and
WHEREAS seniority in one program is not transferable to the other program; and
WHEREAS a split program will minimize opportunities for advancement: Now, therefore,
BE IT RESOLVED on this 29th day of October 1978 in Convention assembled in Baltimore, Maryland that the National Federation of the Blind of Maryland take any necessary actions to keep this a viable, intact program under Blind Industries and Services of Maryland.
