In 2019, legislation was enacted to require hospitals to present a Patient’s Bill of Rights to every patient. The legislation lists at least 24 items that should be included in the Patient’s Bill of Rights concerning care, communication, treatment with respect, financial explanations, etc. Of particular note for blind patients, “(10) Receive information in a manner that is understandable by the patient, which may include: (I) Sign and foreign language interpreters; (II) Alternative formats, including large print, Braille, audio recordings, and computer files; and (III) Vision, speech, hearing, and other temporary aids as needed, without charge;” Read SB301 in PDF format.
